No, this is to be used to charge a 24 volt system.

If your 24 volt equipment has a "hot at all times" power port (cigarette lighter) like in your vehicles, you can simply put the panel on the dash and plug it into the cigarette lighter port and it will maintain the batteries through the port rather than hard wiring all the way to the batteries.

Q: Will it work on a 36 volt system?

I do not know as I use it on a 24 volt system. It works great for me and keeps my batteries charged on my boat.
