Q: What size of wire are these designed to use?

I've used them successfully with both .020" and .032" steel safety wire.

Q: How's the locking mechanism and welding on this one? Sturdy? Reliable?

I've held and spun .042" steel safety wire with it. Locking mechanism held until released. Fabrication is strong.

Q: Are these twist pliers actually 9 inches long or what? It seems Amazon can't get the description right; it's very stupidly confusing...Thx.

9 inches is the length of the pliers themselves, excluding the twisting mechanism. Overall, they are 10-1/2 inches long..

Q: Can they Twist both ways?

These are RIGHT hand (clockwise) twist pliers. My LEFT twist pliers are 40 years old and I have not seen a source for LH twist lock pliers for at least 20 years. I made a pair for a guy about fifteen years ago but I can't do that stuff anymore.. sorry
