Per Vodaphone support the SIM I received was never intended for use outside the UK
I followed the directions and added money to the card on Vodaphone's website. On landing in Copenhagen, I could use data, make calls and send texts but despite multiple support calls with Vodaphone was never able to receive any calls or texts. Even Vodaphone's support tech themselves could not call me or text me. Vodaphone verfied that this was not an issue with my unlocked S9+ or with my configuration. I had the right access point selected etc.Vodaphone support told me that this SIM was manufactured and sold by them only to be used in the UK. So the reseller on this listing at the time I ordered was selling cards that were not ever intended to work in Europe. Vodaphone support was helpful and said they do sell cards authorized for Europe and they offered to change the authorization of this SIM for me but this change would take three days to process through their system and my entire trip to Europe was only four days so it would have been pointless. This is now the second SIM I've tried buying from Amazon for use on a trip to Europe. The first was from Orange and neither one ever worked properly. It's incredibly disruptive to land, not have a working phone and spend hours on support calls. So, I'm now giving up. Next trip I'm going to buy a SIM card in a shop on arrival. At least I'll be able to ensure that the SIM actually works in my phone and in that country before leaving the shop.

My experience
I swapped in the sim card before my trip to check that my phone worked properly and to make sure I could select the correct APN that's listed in the packaging. No problems at all. In the US, Vodafone has roaming via T-Mobile and calling Vodafone's info number 2345 told me that my balance was zero, as you would expect. The night before my flight, I set the phone to airplane mode, which disables the cellular radio, and funded the account with 15 pounds ($19) on Vodafone's website. I had to use my credit card via the PayPal option. (The card worked fine in Europe so I'm not sure why Vodafone didn't accept it directly.) By default, PayPal wants to charge you 3% to convert dollars to pounds. Since most credit cards will convert the currencies free of charge, same as if you use it in Europe, you probably want to uncheck that option. The bundle activates as soon as you add 10 pounds.Once in Europe, I disabled airplane mode and was greeted by another slew of text messages from Vodafone. Remember to text INTERNATIONAL to the number 2345 at this point. That gets you their cheap rates to the US. I actually didn't use traditional calling all that much. My European friends recommended Signal messenger and I ended up using that app a lot. Data coverage was very good and voice and video calling was easy.I found out that as long as you add at least 10 pounds, the bundle deal is automatically activated. The extra balance I had was used for calling outside Vodafone's euro zone, i.e. the US. I had about 2 pounds left after four weeks. That turned out to be quite convenient as I didn't have to switch sims to make calls at the airport. I don't remember the exact rates but I think it only used up 25 pence or so.

Not idiot proof, but eventually got it to work well.
I followed the instructions on the packaging to the letter, and it didn't work. Fortunately, the package did give the correct customer service number for Vodafone (as long as you had Wifi or another phone to call with). The Vodafone customer service was excellent, and they walked me through the set up (the APN given in the package instructions was incorrect), and stayed on the line until it worked for me.I can see why many people less used to wrestling with such tech snafus gave this product poor reviews. It seems to be a card that Vodafone provides for free, and a clever entrepreneur simply snatched up a bunch and sold them, so the instructions perhaps don't account for changes that Vodafone has made in the setup process. That said, I was happy to have it before I left home, and I liked not having to spend a good part of my first day in Europe getting a European sim card. I had a working card upon leaving the airport (after, of course, spending 10 minutes on the phone with Vodafone).

This is a blank SIM card with ZERO credits--no preloaded data, minutes, or texts!
The packaging and listing imply that the card comes preloaded with a "bundle" including 3 GB data, 250 minutes, and unlimited texts. In truth, it comes with ZERO data/minutes/texts. After installing and activating, you must pay Vodafone additional $$ to put credit ("allowances") on the SIM card. American purchasers are probably not aware that Vodafone provides the SIM cards FREE in the UK. BEWARE of vendor that "sells" you the card without informing you that the card comes with ZERO credits and that you must pay Vodafone additional $$ to "top off" your card with credits to use it.

Easy to use, works perfect in the countries listed in the description
Please read and only follow the instructions that come with the SIM card. Once you land in Europe introduce the SIM and go into the Vodafone PAYG Website and follow the instructions. As simple as that. Please note it can take about 5 mins from the moment you top up your plan to the moment you receive an SMS confirmation with your plan details and saying that’s ready to start using.
