Q: Are these regular size? I see 2x3 and 2x4. Looking for permanent backyard games

2x4 is regulation. These are great to withstand all weather conditions outdoors. It's a good idea to store them away when you can to add to the longevity of the life of the boards.

Q: What are the bags filled with?

This was a gift to my daughter but I think they are filled w/ dry corn possibly. Sorry that I couldn't be more positive w/ the answer.
