TV Mounting plate is 16" from wall when extended straight (as pictured) - 14" to the center of the plate when the plate is yawed 90deg left or right

can I mount to the wall horizontal so extends up and down instead of out and in?

Hi, you cann't mount to the wall horizontal or on the ceiling. We will on sale the new type of mount in the future that can be installed on the ceiling. :j

Does this unit allow tilting of the monitor upward or downward?

Yes, there is a little nut that connects to the part that tilts that you just have to make sure is a TINY bit loose and it will tilt.
