If I am never going to  put the shade all the way down, only 1/3 from top, do I need to order the full height of 36 3/8?

We suggest you order the full height of  36 3/8"long, since once you want to put them down, you can put the shade down. And when the shade stop at 1/3 of your window, there will be some fabric fold. It looks nice.

If you only want the shade as a valance don't need the folds, you can order 1/3 of the length.

Hi the window depth is a little over 2 inches, however the one piece of wood that brackets would attach to is 1.25 inches. Will this work inside?

For inside mount, if your window depth is 1.5inches that will work. Some customer window depth less than 1.5inches, it can still work, but the brackets will stick out a little.
