Q: How long is the rib cord?

I've already thrown it away, so can't measure it. But I hung my bag from the middle of my second floor and had plenty of length to pull it from the ground floor. FYI. It did not hold as many balloons as I had hoped. Maybe 20-30.

Q: Can you fill these bags with confetti so that when you pull on the rip cord, you get a confetti shower?

I have not tried this, but I do not see how adding confetti would not work. I would, however, include some small balloons with the confetti when adding them into the bag.

Q: do the balloons go on top?

there's an opening on the side near the top. It worked well for us
