Q: Are these transitional lenses?

Yes, the lenses transition from clear to a light tint. In my opinion, they don't get dark enough for use during the day, so I generally wear them on the way to and from work when the transition includes dawn/dusk light.

Q: Do these fold? says non folding.

NO these DO NOT "Fold".. They open and close like normal glasses but they DO NOT "Fold". At the moment, the only Bobster glasses that fold are the "Crossfire" which can be seen at https://www.amazon.com/Bobster-Crossfire-Goggles-Black-Smoked/dp/B000Q9GFB8/ref=sr_1_1?m=A360B24HAH1NYQ&s=merchant-items&ie=UTF8&qid=1484862449&sr=1-1&keywords=crossfire (See the last Picture to see what they look like folded up).

Q: How good are these at blocking glare from headlights, where I live people love their high beams?

Not a lot. They're advertised at 15% shading I think; seems about right. I use them only at night. Better at blocking glare than when I'm in my car at night, but just a tad. Hope this helps.
