Yes. But also it contains aspertame and sucralose! Why??? I have no idea. It's not marketed as low calorie or diet.

are the cups and spoons reusable?

The cups are made of paper, so i would say no ,not reusable material . The spoons are a plastic straw with a scoop at the end, you could wash them out.

Do you get 3 different syrups along with cups and straw/spoons?

It came with 3 syrups, 20 cups, 20 straws with spoon ends. My daughter loves it.
