I purchase the Seville 3 bag cart with hanging option so I'm not sure for your 2 bag cart.

Yes, but you are better off just buying an entire 3-bag setup for $39.98 from Amazon, because on Seville’s website a replacement bag is ridiculously overpriced at $19.99 each, not including shipping! *cough*ripoff*cough*

I highly doubt you'll be able to only purchase one arm. The item is an ok product. If you ever find one at Costco, buy it, it is commercial grade, this one is not.
