Here's a story: Copper conducts heat more efficiently than Aluminum. Because copper is much more expensive than aluminum, only very few manufacturers managed to use copper sheets in their pans, most notably, the demeyere brand. Demeyere scrapes the bottom stainless steel layer of their pans to expose the copper sheet. This made Demeyere the gold standard of cooking pots. That exposed copper ring signifies the presence of copper underneath the stainless steel sheets. Now in order to fool customers into thinking that their product has copper in it, they put copper bands around the pot base to imitate the demeyere line, which is exactly what Homi Chef here did. So to answer your question, copper does have functional benefits. But in the case of Homi Chef products, the copper band does not serve any beneficial purpose. It's not even for aesthetics. It's a marketing strategy designed to deceive you into thinking that a copper layer is laid underneath those stainless steel sheets.

The copper band hasn't changed much, maybe darkened a little. I have had Revere Ware for a long time with the copper bottoms, and they just continue to darken but still look cool. I don't see where the toxicity comes in exactly?

Yes, and over time, the non-stick benefit of the seasoning dissipates.
