I wish I could delete the bad reviews from people who bought this product not knowing what it was....sheesh. Think of this as a paper dispenser or a roll paper holder. It is does exactly what it supposed to do and is a well made, sturdy piece of equipment. I am back after using one at my office for 4 years to buy another for myself. It holds the 1000ft rolls of art paper (bulletin board paper) and I'm looking at getting one for myself for wrapping paper.The fact that this also assists in the tearing of paper is a bonus. The bar that goes across the roll holds the paper in place and also gives you a tension mounted straight edge along which to tear your paper. This is how art paper, butcher paper, bulletin board paper, etc has been used in schools and businesses for years. There is no "serrated edge" that someone whined about. It's not a blade. It's a straight edge. If you want a perfect cut, use a pair of scissors. This holder keeps your paper in a convenient contraption, allows you to pull off as much paper as you need, tear it off in one piece, and keeps the roll from unrolling. It's perfectly made. The little rubber feet on the bottom keep it from slipping or sliding on the table or countertop you're working from.The key to a perfect tear is tension. Hold both corners of the piece you are tearing. Put stiff tension on one corner and begin to move the paper against the tension bar, either up or down (depending on how your roll is on the rack. I prefer to have it coming over the top so I can tear by lifting up against the tension bar). Once it begins to cut, maintain motion and tension on the corner you are tearing and pull it all the way across the bar. You'll get a perfect tear every time. Ideal sizes of paper that are easy for tearing are between 2-6 feet long. Once you master the tension though, you can do it at much further distances. This will create a tear in the paper similar to folding it in half and then tearing it along the edge of a table. It's clean and precise.Don't let the bad reviews deter you. This is a great paper holder. It can mounted on a wall or can sit on a surface. I've used the 1000ft rolls on it for 4 years and haven't had any issues (and those dudes are HEAVY). I wouldn't recommend it with a really really heavy paper. The thickest brown butcher paper I could find still works but anything thicker than that might be tricky. I also wouldn't recommend a cheap wrapping paper if you are purchasing it for that reason. The nice quality wrapping papers are perfect because they have some substance to them. The super cheap, sort of transparent because they are so thin, and tear if you look at them wrong papers would not work well on this.

Competently functional
This paper dispenser works better than I thought it would. Paper tears off evenly when bar is in the down position. It has four screw holes so it can be mounted underneath a table or bench which is how I mounted it. It’s nice to finally have a home for my part role, underneath and out of the way until needed.

Simple, sturdy, effective
Effective, simple. Easy to use. I wish it had an option to lock the roll in place, but am otherwise happy with it. Price was right. Not sure why some reviewers have problems ripping the paper on the blunt edge, perhaps not used to this kind of dispenser? Pretty typical; just a quick pull upwards against the blunt edge while holding the sheet at a slight angle and you get a clean tear almost every time. A sharp edge would create a hazard, which hopefully the manufacturer knows and does not intend to change according to the whims of inexperienced users.

SO USEFUL!
This paper roll cutter works GREAT. I purchased it in 2013 and have been using the SAME ROLL of craft paper for wrapping gifts for the past six years. the roll cutter is sturdy enough to keep the gigantic roll of paper from moving around while you are ripping paper off of it. The metal strip is great for tearing the paper (like you’ve cut it with a straight edge) and for keeping the paper from unrolling. This thing has worked perfectly for six years! My parents recently saw it at my house and asked for one so I just purchased a second roll cutter along with a roll of butcher paper to give to my dad and he is SO excited. The white roll of butcher paper could be used for wrapping gifts and for wrapping meat. This really is a GREAT product and I can’t recommend it enough.

Works Well Enough
The product itself isn't heavy, but once you put a big roll of paper onto it it becomes a bit unweildy. The rolls of paper are large and when carrying the whole contraption, there's nowhere convenient to hold. I also am concerned when moving the holder with paper that it is going to collapse and smash my fingers. The paper doesn't rip off cleanly as there is no serrated edge. The rubber feet don't stay in the holes. It's cheaper than trying to make my own contraption and it works fine for now.
