It comes to about mid tummy on my 9 year old granddaughter (size 10-12). She wears a shirt or cami under it so as not to show skin.

Q: If I’m 5’3 and weight 115 is the biggest size going to fit me?

I bet it would. But keep in mind it comes from China and takes weeks to get to you.

Q: I picked a size and it keeps telling me to pock a size?

If you are not allowed to select the size you want then that size is not available anymore. You must select a different size or find something else to purchase.
