Q: How many loose .38 shells would this hold?

I would say no more than twelve. It will hold a few more, but the top flap does not fit tight against the pouch and you would risk some rounds falling out. Running, stooping or bending would cause this. Would not recommend this for carrying ammunition except maybe a couple of rounds of shotgun ammo. Hope this helps.
