Nope, but it is incredibly loud.

Q: Does it come complete with wiring and relays

It comes with the relays but you have to use your own wire and make a harness.

Q: How and where is this thing generally mounted? Why don't the show pics of actual mountings in a car or two?

Comes with mounting bolts. Mount where ever you have room

Q: I'm mounting mine near my front bumper, behind the grill so if it rains could it possibly get damaged? In the manual I noticed a "water drop X'ed out"

I have mine mounted in my grill and have no problems.
