Q: is this good for bluegill?

If you’re referring to bluegill fishing, this is not quite as big in diameter as 550 cord(paracord) so I would say that it has no use in bluegill fishing.

Q: (1) About how much does this cord stretch under a tension of ~100 lb (or another load)? (2) Can the ends of the cord be melted?

The stretch is near zero. Kevlar does not melt. It will char at around 900 f.

Q: Can this kevlar cordage be cut with regular scissors, utility knife, and can you burn seal the end once cut?

If they are a good pair of scissors maybe but a utility knife works best. It doesn't burn the best but will if you use a torch and use gloves to squeeze the end together

Q: Will this stuff stay tied in a bow or knot? I need FR boot laces for my fire boots.

As a former firefighter, I don’t think that it is a big enough diameter to use as a bootlace. It will stay tied and certainly will after it gets broken in. But in my opinion it will not make good boot laces.
