Too small, order 2 sizes up
I highly suggest buying 2 sizes up. My 19 month old daughter is a size 7. So I bought a size 8. Sadly, it’s too small. But super cute. I’ll be buying another pair.

Love the look & everything but definitely get a bigger size. These run small. Ordered an 8 for my 3 year old daughter who has tiny feet but the 8 was too small.
