Q: The stated length is 20 in --is that the entire length of the leash, from handle loop to tip of fastener? The specs state 17.7x11x3.5 but no labels.

I don't have the leash in front of me but it is very well made. The clasp is heavy duty and the leash is about 1 1/2 to 2 feet long . My dog is 28 inches at the shoulder and when I want to be sure he can not get too far away this is perfect. I hoppe this helps.

Q: Is it 18 inches including or not including the metal snap?

The total length is 23 to 24 inches

no the handle is fixed. Love this leash. I have medium size dog about 18" tall at his back. Keeps right at my heel while running or in crowds. I use with harness and clip to the back ring.
