Sorry, I don't have an assembled ones to give you the dimensions. The new 2020 version had been: COMPLETELY REDESIGNED, THIS HEAVY DUTY KART STAND FEATURES A LOWER CENTER OF GRAVITY, NEW TIRE/CASTER SYSTEM AND SUPER BEEFED UP FRAME WITH HEAVY DUTY MATERIAL. THE SWIVEL WHEELS ARE IN THE FRONT AND THE STATIONARY WHEELS ARE IN THE REAR. New Flat Free Rear Tire New One Piece Rear Wheel for Added Strength New 4-Ply Front Tire; Instead of 2-Ply, for added toughness New Front Wheel, 14-ga Instead of 18-ga, for added strength New Front Wheel Hub Support 1/8" (11-ga) thick instead of .039 (19-ga)

Q: Can I swap upright bars so the swivel wheels are at the back of the kart?

I believe you can. If you look at the detail pictures in the listing (3 and 4 in particular), you can see that the bars are bolted on. You may be able to simply bolt whichever bar you want to whichever side, although it doesn't explicitly say that in the instructions.

Q: Can the load be raised and bring down?

No, the arms are set at a fixed height. The arms fold down, but that is ease of transportation.
