Q: Is this safe to apply over RV decals

Yes. I use it on a 37' Jayco fifth wheel.

Q: Can this product be used on the decals on a RV?

The Perfect-it 36112 wax worked well on the faded decals on my RV. The white gelcoat was previously polished with Perfect-it 36106 medium compound/wax and it left some residue on the faded decals. The 36112 wax removed the residue and brought back some of the color in the decals.
