Inatur hand sanitizer dries very quickly and is not sticky, being made by a reputed pharmaceutical company. It is priced reasonably, has a good fragrance and reached me in a good condition.

Neither a gel nor a liquid Sanitizer
The consistency is not completely a gel state. It's close to being a gel with a little liquid like consistency. The fragrance is good and I hope the 70% Isopropyl Alcohol in Aloe Vera fragrant product and the 85% Isopropyl Alcohol in Neem fragrant product do their job properly. It's not sticky as well, so that's a plus

The sanitizer has started stinking in 10 days and developed some fungus.
When I got the sanitiser I was very very happy with it. After a week one of them started smelling really bad (red one) and the blue one is still very good. The red one has caught some kind of a fungus. Kindly replace the same. Attached pics of the red one
