Add it directly to the soil and then water the plants well.

I wouldn't use this on potatoes! Lots of info on the internet, one of the best sources is your state Master Gardeners

Q: Will it burn the leaves if placed directly and watered the next day?

I would guess it is ok to sprinkle on the ground and not water until the next day. Myself, if I thought I got any dust on the leaves I would wash that off right away.
