You can secure yourself to a Helo, boat or any vehicle with frame mounted safety mount; especially where you have no safety belt option where you're going to be strapped in by. There are a lot of advantages of using these. However they're essentially safety lanyards like what you'd use in tower climbing. The bungee is to reduce a static snap of the line going taught which reduces the chances of a link break or snapping your back in a short fall. Its a simple item with a dozen uses.

Q: What is the weight rating on this item

Don't know I'm 168, with gear close to 200 and it works...but there's better product out there with d rings

Q: Do the carabiners come with it?

No, it's just the lanyard. Carabiners do not come with it. I recommend some locking carabiners meant for rock climbing.
