It's a Pipe Cutter
When you read the description it leads you to believe this is designed purely for bicycles, of course this is just a normal plumbers pipe cutter in fact the description on the packaging reads refrigeration tool and no mention of it being used for bicycles but does that matter? not really I have been using a pipe cutter like this for years to shorten handle bars, steerer tubes and seat posts it's the best way to do it and get a nice even cut, this one works just as well as my old one, if you have never used one before it's really simple just mark where you need to cut, locate the cutting wheel on the mark tighten the handle lightly then just turn it around the tube gradually tightening it up then after several turns the tube will just separate, you can use the fold out deburr section to run round the cut to remove any sharp burs and job done, but I did notice that when you do move the deburr bit hidden behind it is a spare cutting wheel and it falls out but you do also get a couple more spares ones with this, so if you need something to cut down your handle bars this is better than a hack saw but it is just a normal pipe cutter.

Neat cut
This tool cuts exactly and neatly. Just turn the knob to tighten to the fork and keep rotating, with tension adjustment until it has cut through.Mark the fork at the top of your handlebar stem, then with the stem removed, cut about 3 or 4 mm below, with a space therefore between the top cap and the stem, to be compressed together.

Easy to use. Good for various tube cuts
This is good quality for a tube cutting tool, especially as it comes with 2 replacement blades.I've only tested briefly on a small piece of pipe, but it worked fine, albeit that it took a little longer to cut. This was more likely due to the type of tubing I was cutting.Definitely a useful tool that can be used for more than just bike tubes. I see no reason why it shouldn't also work on other tubes, such as plastic ones.

A pipe cutter for any type of pipe
This is a pipe cutter - it can be used in any pipe, not just on bikes.Easy to use and pretty effective.Thing is, it’s on the slightly higher price range in terms of pipe cutters and if you’ve a bike you’re hardly going to have any use for this unless you’re fixing and installing steerers often. Hence you might be better off buying a cheaper generic pipe cutter.

Less fiddly and can do more than the custom jig.
Cuts a nice perpendicular cut.Is less fiddly than one of those custom jigs and can cut other stuff other than bike steerers.Also cheaper.Overall, seems a good decision, but still leaves a small amount to be smoothed off the outer circumference at the top for a precise easy fit.Will work on virtually any metal tube.

Does exactly what it supposed to do.
I bought this pipe cutter to cut bike forks down to size. It worked perfectly, and made the job very easy. I can highly recommend the cutter, for this purpose and general pie cutting.
