Q: Will this bucket hold water?

I have not use to put water instead I put a flower pots inside. And I think its not made to put water in but if you have the kind that you can put water its different from what I have.

Q: Can I put my head completely in it and wear it as a hat? I intend to drill eye holes.

Based on the size listed but without knowing the size of your cranium, I would suggest so long as your head fits inside it without much force, you likely could, however, I would recommend either sanding or lining the inside of the bucket if you intend to wear it, for comfort. That said, it is not a large bucket, so you might wish to seek one a bit larger.
