Q: Can dogs open the screen?

Yes, my 30 lb. dog adapted to it right away. He can easily push it open and the magnetic closure shuts completely behind him so the bugs stay out. We removed the standard screen door & replaced it with this magnetic screen door and have been using this for several years. It only had to be replaced once after a big hurricane. We live in FLA.

Q: Does this hang on the outside?

You can place them inside or outside the door. They are adjustable that way as some doors open inward and some outward.

Q: Can the length be shortened? I only need the top and sides to cover a desk door opening.

I wouldn't might fray I would just fold into quarters and it would be thicker
