Very fishy!!!! Stay Away
For the camera to work you have to dowload apps from fishy chinese websites. The android apps could be in google play. But they didn't keep it there. The intention is clear, to avoid google scrutiny. For PC based apps, my antivirus didn't even allow the download webpage to open. It cited false https certificate and dangerous links in the webpage as reasons.Now this might be just nothing or softwares with hidden ramsomwares or something more sinister! Even the agreement is written in Chinese. I blindly pressed a button to accept the agreement. I would ask the buyer to use discretion before buying the product.

Try many ways to connect with phone and many other phones with many apps, found switch on the light but couldn't see video or pic or camera,Connecting to PC or laptop it works, found OK, pics also good not excellent,
