You should not have any problem doing this. The sock part is tight but super stretchy.

These are very easy to put on and remove.

It depends if the width of her foot. It is designed to fit most sizes but a small child’s foot like that it may be loose.

Q: I just bought inline skates. They are slightly big. Will these help fill any gaps for a better fit?

I suppose they would but not very much they are very thin and as someone who skates regularly I would suggest that you try to get a pair that fits you. If you don't wear a skate that fits you foot and ankle snuggly you could risk getting an ankle injuring or even breaking your ankle.
