These are just your basic party hats in bulk. Which I don’t mean rude, it’s exactly what I needed. I checked reviews because I couldn’t see one thing which was important for our event: does it have the elastic on them? Yes it does! It is very loosely on there if you don’t want them. If you do it is very easy to make it a little more likely to stay on. Was exactly what I expected for a party hat.

There were no pink hats. Hats seem flimsy and weak. I still got to use them but they're not great quality.
