Q: Are these water soluble?

No, they are not water soluble. Water soluble oil pastels will clearly say so on the box. Mungyo brand has water soluble oil pastels in regular colors and pearlescent colors. Go to the Amazon search bar and type in "water soluble pastels" and you will see a couple of brands. Hope this helps!

Q: Can these be used with embossing folders?

I use these with polymer clay by shaving off a pile of pastel and applying with finger or a brush and then I do use embossing folders to texture the clay. Because the clay is uncured the powder stays in place nicely. If I were to use on cured textured/embossed clay or paper the pastel would apply to the raised areas nicely as a highlight, or, a brush or blender could be used. For me, if I were using on cardstock, I'd emboss first so as to not smear the application of pastel, or, I'd use a type of sealant first over the pastel to preserve the lines and prevent unwanted smearing or blending. These metallic pastels are great and layer nicely.
