Q: Can I use siri with these earbuds?

Q: How do you link to a new phone?

Just turn on your Bluetooth and take the headphones out of the case and the phone will automatically find the headphones. Click on it to link.

Q: how do you connect these to a pc? I've tried pairing them, which appears to work but they then fail to connect and play audio

the computer has to be bluetooth enabeld if it is then your computer should comewith instrutions on how to connect.

Q: why aren't they turning on?

Are they fully charged?If so ,take out of charger one at a time and put in ears,should hear a sound in left one first then right ,then a sound in both and that should be it.
