Does it come with one or two straps?

I see these are advertised for 4 ft length. How short can they be cinched down to?

The previous answer is wrong. The distance between the tiedown points on my boat and trailer is exactly 13" and I bought this product based on the previous answer that these straps can be tightened to 12" from end to end of each hook. I can only get then down to 14" or 15". Maybe they changed the product between May 2021 and now?
