Q: it the "up to 10lbs" per velcro coin or per package or all four coins?

Not sure. I use them to hold up fabric to cement walls. I only need a couple tabs for a 6ft wide area. I'm not sure how much the fabric weighs, but they also make strips that work great too. My husband uses them in the garage for all kinds of things.

Q: Do these stick on concrete?

No personal experience specifically with concrete, but I will say that the velcro is what's industrial strength--NOT the adhesive. The glue breaks down into a syrupy mess that loses grip from anything I've put it on. Then you're left with very sticky, very challenging mess on both surfaces. But that velcro will hold until hell freezes over.

Q: Can I use these coins to attach a smoke detector to the wall or ceiling? I don't own a drill.

I don't see why not, depending on where the wiring is in the back. I've got smoke detectors where the wiring is on the side of the back of the unit and not in the center, in cases like that it should work fine. These are pretty strong too, I put them on the back of big heavy framed puzzles and they stay on my wall no problem.
