if you use it for swimming pool,then you can put water in it,but if you use it for whelping pen,no need put water in it but put blanket on the whelping pool floor.

Q: Can a german shepherd fit?

It's not a large pool, I mean he could sit in it or wet his feet but not big enough for anything else for bid dogs

Q: Can I screw garden hose onto drain port?

No I don't think you can. But our dog loves it
