Q: Is it a legit army grade poncho? Water doesnt seep through?

Yes. It does not seep. It is made of a light weight material which I wanted. It seems to be high quality and I would consider it military grade.

Q: Will this poncho fit a XXL sized man if not please send me link if you carry one.

I think it would. I'm not that size, I use a large size clothes. But there is plenty of room in this poncho. I have used it with a lg backpack wearing it in some severe rain and snow and it kept me dry. I would say it would accomodate an xxl maybe without the backpack.
