Q: Does this binder also fit 11x17 size paper or just 8.5x14?

Hello Marianne, 11x17 would be a larger size paper and so stick outside the sides of the 8.5 x14 Binder. However the same binder design is available in a 11x17 as well as a 17x11 Binder. This would be Keepfiling item number # 30504 and 30503 the white editions would be # 34504 and 34503. Hello Suzanne, It is black on the outside and white on the inside. It don't show perfectly at this picture as Amazon request a white background on all pictures. However take a look at the secondary photo taken on a grey back ground and the product look very nice.

Q: Would i be able to take out the middle ring to make it a 2 ring binder?

That would not be possible. The 3 rings are attached together at the foot.
