Need one the melts cut ends cleanly, does this one have the interior strands that melt different than outer?

Somewhat confused here. Does the 4 pack contain 4 each 13' cords with adjusters or a total of 13' between the 4 cords - each a little over 3' long?

Will this work with Lineloc 3?

Does this cord stretch when it gets wet?
