Regular water dumbbells are giving me a neck ache trying to keep them submerged. Will these be more helpful for that problem?

Very light weight, cap comes off all the time followed by the chap form. It seems like when you buy Chinese made stuff from Amazon, you have to buy the superglue also for all the Chinese made products. Then be ready to collect the form pieces scattered all over the pool as well, do o not waste your money on Chinese products. Mine broke off just after 30 days so I lost money, it was closer to $50 when I bought it.

Do ergo dumbells offer as much resistance as the larger foam dumbells (in water of course)

No, they don't. These are smaller and a low resistance prop. If you can physically tolerate the high resistance of the large dumbells, then get those. These are designed more ergonomically for people with hand problems (or shoulder problems) who need less resistance to avoid pain.
