So...is this Warhammer 40K?

No it is not. It is a legacy game....meaning you can only play it once. (more ore less) You alter the board and cards as you play. The game evolves over the course of 15 games. I very much enjoyed it. It is not Warhammer 40K themed. There is one faction that looks a little like space marines, but no. Not Warhammer. If you have a group of people who grew up playing Risk, and who are willing to commit to playing a 15 game series, I very much recommend it. Me and my group had a good time playing it. My understanding is a new version is going to be released this fall, and I'm looking forward to it.

Does every game set have its mystery packages mixed up?

Mystery packs are the same just opened when the requirements are met. Each game however depending on the players is played differently and each pack may not be opened.

can you play with only 2 people?

You could it with two, but it is much better with 4 or 5.

How many games can you play?

It’s a 15 game series to set the world, after which the world remains the same. Believe me though it is a more unique world to play in rather than the normal Risk game.
