Q: Can a wheelchair roll on this comfortably?

Although this mesh is designed for cars, and I don't have any experience rolling a wheelchair over this plastic mesh, my guess that if the grassy area underneath is fairly level, (not bumpy) it will be a lot easier to roll a wheelchair over it, rather than rolling directly on the grass. You would have to let us know how it works if you try it.

Q: Dogs made a running path in grass. Would this be good to dig into the path and grow grass on?

All you need to do is put plenty of seed down then anchor the mesh down. The grass will grow through openings. My dogs did the same thing along the perimeter of my fence.

Q: Can you cut this to fit over different sized areas

Yes, it can be easily cut to fit different-sized areas.

Q: Can you run a lawn mover over it or will a mower destroy the mesh?

If installed correctly and grass has time to grow through it, it can be mowed over. I have also had it get sucked up into the mower, when I was trying to cut it to short, before it had a time to really settle in.
