Why is this 60w solar panel only producing 15w on a clear, hot day in conjunction with zerokor 350w, large ac power bank 80000mah/296wh?

On thing I learned... if you are charging when power stations are near full, they start to trickle charge. Maybe let it go down if you haven't and try again. I get a good input from mine. You could return and try another. They almost never will reach the full wattage of any panel, unless maybe in the dessert. If you got 40-50W that would be really good. Min is in the 40-55W range in good sun. I like this panel for short trips and small power stations, about 500W or less.
