Just the foil cap then the heated cap

This cap is not used to dry hair. It is a heat cap for deep conditioning. You place it in the microwave for 3-4 minutes and it heats up. when you want to deep conition your hair you can use this cap to add heat. The hair should be wet. It doesn't dry the hair. It just locks in the moisture. Because it is cordless, you can move around while doing your conditioning treatment. I hope this helps.

I do not know the measurements but it has very good elasticity and fits very snuggly. It stays warm for about 30 minutes.
