Bring water to a boil, add tea, let boil 3 minutes. Turn off heat, add sugar, cover, sit for 30 minutes. Strain, cool. After brewing for 2-3 minutes, take the leaves out (if you don't have bags, a fine strainer will work to remove the leaves) add sweetened condensed milk for authentic Thai tea, or regular milk and Stevia, chill for iced tea, or make it extra strong and pour over ice cubes.
