Dull blade upon arrival. Attempted to hone at 1000 then 6000 grit, then leather strops with and without compound but still not sharp enough to shave with

Not sharp, and it will not sharpen. I've used a proper whetstone, which has sharpened all the knives and scissors in my home, so there's something up with the steel.
