Q: can this sealer be used on any rusty surface or only on the rusty patina created with modern master's paint system?

I think either but you may not want to seal the rust in.

Q: Will this sealer prevent further patina development on the copper paint and will any other sealant do the same thing?

In my experience it actually added some light teal on some projects and some cream outlines on the rust. But the added effects were nice, considering what I was going for. But it did not allow more patina to develop.

Q: Can it be used on bare steel surface? for preventing rust and having matte clear finish?

Don’t know the answer , i called the company and the rep was most helpful. I would suggest goggling the company and calling. I used a 3 step process on cast iron. This sealer is very glossy I might add.

Yes it is but I was disappointed as it destroyed my finish.
