Can the record/playback function be used to record a beep/horn sound? I'm looking for an inexpensive alternative to a start horn for swim meets.

I have not tried recording from this unit. But, I did record sounds and songs on an SD Card and inserted the card into the slot and used that at an event. There are all kinds of sounds you can get off the internet to record to start your races

Why is there a 2 second delay before the speaker works?

Mine has no delay. Trigger activates mic and it is immediate.

Can i broadcast/play music from my phone by connecting via the usb port on the usb port on the megaphone? if so, how? more instructions online?

Yes I used it playing music from the flash drive. Loud and clear.
