Q: Will this fit in a 1-3 cup chemex?

It's designed to fit over the top of a cup.

Q: Does this work for cold water infusions as well as coffee? How much liquid can it hold?

I have not tried cold water infusions, but I used a mug for my coffee, which it filled 2/3rds full. I now pour the water into the filter about a third of the way up, let that drain - which it does quite quickly - and then add more water to fill my mug up. This method ensures that the water doesn't push the coffee up the sides of the filter while the water pours straight through, ensuring a stronger taste of coffee.

Q: Can I use regular size 4 coffee filters with this? I know the point is not to use them but I am not using for a different tea.

You can but they don’t fit well because of the shape of the cone unless you fold the filter to shape?

Q: If you use this over a jug, about how many average size cups can it make at a time?

Depending on the amount of coffee used quite a lot. I make 4 medium sized cups regularly with ease.
