Any recommendations for drum pad to put on to reduce the sound?

Evans soundoff pads just make sure you buy the right sizes ...I think a 8 and a 10 for the toms and put a bed pillow in the bass drum.. it with tone them right down ...if you get the right pack you can get cymbal ones too ...this drumset is fully tunable

Where would future parts be bought? Skins, cymbals, etc

I think the kit would be out grown before replacements were necessary. I am now after nearly two years considering a new cymbal, for looks more than sound. This kit gets attention everyday and has held up to much toddler/preschooler abuse.

Do you recommend this for a 9 year old?

I think it would work for a 9 year old, unless the child is very large. My grandson got this when he was 7, a couple years ago, and it was quite perfect. He still enjoys playing it. The set is well built. Good starter set!
