Q: Does the black have white wheels?

I had gray and white and depending on what you want them for I would keep scrolling. We bought for our washer stove refrigerator and they fell off of them . Not worth the money .

Q: Can this be left permanent to raise height of a 42" stove ?

Yes, they are durable enough. I put mine under an upright freezer, (late 1960 model, heavy) makes pulling out from wall to clean dust from freezer compressor easier. I leave them under it permanently.

Q: Compatible with patio chairs/recliners?

Yes. Just could not get it under washer and dryer too close to wall. If it doesn’t work I can return to smazon

Q: Is this safe to use with a stacked washer dryer unit?

They hold a full size upright freezer when it's full. The wheels do not slow you to turn it much, but forward and back with ease.
