Q: Have these Tourmaline beads been dyed blue?

When I saw them I had a similar reaction as you “good deal” but once I received it, I was very disappointed. To answer your question it’s fake.

I love the bracelet whether or not it has the mystical properties of real tourmaline, but was intrigued by this question since I too noticed the resemblance to ceramic beads. So when the band finally snapped (as they do, eventually, especially when you wear it as often as I do - and I am an authority on this since I have no problem spending another $8 or $9 to replace my favorite bracelet every few months, and I have), I decided to sacrifice one bead of each color for a science experiment. I smashed them all with a hammer to see what the insides were like. The blue and green beads do look suspiciously like glazed ceramic, although I had to smash a lot harder than I expected to get them to break, which doesn't seem like ceramic at all. The black beads are black all the way through and look a little more like plastic to me, but I am decidedly NOT an authority on the composition of gems, ceramics or beads of any kind so I can't tell you what this means. I have a photo that I will post with a review, and would add here but can't see a way to insert in the Answer space. Hope this helps. It was kind of fun. ;)
